INTRODUCTION

    The Canadian Luge Association (CLA) is the sport governing body for Luge. In the spring of 1998 the Calgary Olympic Development Association (CODA) entered into discussions with CLA with the intent to assist the organization in developing an Olympic Luge Training Centre (OLTC). A partnership agreement was signed on January 1, 1999. The purpose of the partnership agreement is to optimize the human and financial resources of both organizations in support of athlete development and to create a training program to develop competitive luge athletes for world class events.

BACKGROUND

    In 1995 changes to Sport Canada funding for amateur sport resulted in a signicant funding reduction to the Canadian Luge Association. In order to receive continued federal government funding a partnership with Bobsleigh Canada was structured for the grant submission initiative. Funding reductions and changes in office staff and coaching have affected program delivery. The CLA executive has initiated several strategic planning sessions to address organizational and financial issues. In January 1999 the existing office staff including the shared Bobsleigh/Luge executive Director's position were relieved of their duties. Recognizing that major changes were necessary CODA agreed to assist CLA in their endeavor. As of January 25, 1999 an interim consultant was hired to maintain the day to day office duties as well as to do an assessment of the overall organization and provide recommendations for improved operations and identify administrative effencies.

PROGRAM OBJECTIVES

    1. Consolidation of the coaching program:

    • Under the leadership of head coach Marie Luise Rainer and the guidance of an experienced sled technician a strong group of Candian coaches will develop a coordinated program of year round training and competition for athletes at all levels. Identified selection criteria will be extablished for each level of the orgranizational model from recruitment through to National Team selection.

2. Establishment of a Training Centre Program:

  • National Senior and National Junior Tam members are selected through esablished individual performance selection criteria with a goal to achive international podium finishes. Development athletes are provided with an oppurtunity for exposure to international training and competition by way of preparation to become National team members. Athletes 12-14 years of age are selected through a recruitment program and provided with the oppurtunity to progress through two levels of novice training. Successful athletes earn a place in the development program with expanded training and educational opportunities. There is a goal to involve eighty (80) athletes in the total program.

3. Consolidation of funding programs:

  • Stakeholder groups including CLA, ALA, CLC, and CODA will dedicate identified available financial resources generated though existing grants, fund development activities, program fees and sponsorship towards support of the approved program. The program will provide for athlete centered programs of support for coaching, equipment, athlete support services, training and competition as appropiate level of administration and the elimination of debt. The integrity of the seperate stakeholder groups will be maintained in this process.

4. Establishment of a Sport Business model:

  • The OLTC Program will operate within a sound financial planning and accountability model with published monthly reports. Program revenues will be identified; program costs will be described; program fees will be established. The goal is a balanced budget which provides optimal athlete support and chich is reported and monitored on a regular schedule.
